Article 09181 introduces the concept of a topological operator in quantum field theory. This article to constructs a family of topological operators called 't Hooft operators in models with quantum gauge fields with an arbitrary compact gauged group. The commutation relation between Wilson loop operators and topological 't Hooft operators is derived, and its relation to center symmetry is briefly explained. This article uses the canonical (hamiltonian) formulation and mostly only considers operators localized at a single time. Space is treated as a lattice to make the math straightforward.
